Civilian Emergency Response Group - Brainstorming

I’m wondering what the interest is in creating a civilian emergency response group. The idea has been around for a while, especially in pre-Wiki games. I once called them the “Civilian Arsenal” as a kind of fighting group, but then this was before the rise of the private security corporation in American military. I was very young and naive back then. For this idea, I’m thinking less fighting and more emergency response, possibly some overlap with the Midnight Riders, though they are more based on the Harpers from D&D and Rangers from B5.

Any thoughts?
